The joint stock company “Tactical Missiles Corporation” was established in January 2002 in accordance with the federal target programme “Restructuring and development of defence industrial complex in 2002-2006” and decree of the RF President No. 84 of Jan. 24, 2002. The Corporation as an integrated structure was set up by reorganization of the federal state unitary enterprise “State Scientific and Production Center “Zvezda-Strela” (Korolev, Moscow region) into the joint stock company “Tactical Missiles Corporation” and transfer of shares of some Russian defence enterprises, involved in production cooperation. The incorporation process was completed in March 2003. The Corporation was set up and developed in such a way as to pursue a strategic goal of tackling efficiently defence and national security tasks as well as to strengthen its competitive positions on the world arms markets by mastering new technologies, design and production approaches and offering modern airborne, naval and ground-based weapons and weapon systems. By decrees of the RF President No. 591 of May 09, 2004 and No. 930 of July 20, 2007 the integrated structure was further expanded by inclusion of some new members. At present Tactical Missiles Corporation JSC comprises a parent enterprise and the following affiliated joint stock companies:

Product Line Air-Launched Weapons
The parent enterprise exports high-speed airborne guided missiles of the Kh-31 type in two versions: Kh-31P anti-radar (Kh-31PK upgrade) and Kh-31A anti-ship missiles; Kh-35E (3M-24E container version) unified (air-, ship- and ground-launched) anti-ship missiles. GosMKB “Vympel” manufactures air-to-air guided missiles of various types: - R-73E (EL) small-range missile for a close-in dogfight; - RVV-AE, R-27R1(ER1), R-27P(EP), R-27T1(ET1) medium-range missiles and R-33E long-range missiles. Moreover, the enterprise exports air-to-surface guided missiles and surface-to-air missiles for air defence systems, passive jamming dispensers (UV-30MK), airborne rail and ejection units (AKU-170E), blocks for projectiles, etc. GosMKB “Raduga” is the manufacturer of air-to-surface missile systems, i.e. the Ovod-ME system with the Kh-59ME missile, the Kh-59MK extended-range missiles, the Kh-58E air-launched anti-radar missiles, etc. Development of smart air bombs equipped with various guidance systems is one of the main activities of GNPP “Region”.
Naval Weapons and Weapon Systems Warships of Russian Navy and some foreign ones are armed with the following ship-borne missile systems: - the Moskit-E with 3M-80E high-speed anti-ship missiles (manufactured by GosMKB “Raduga”); - the Uran-E with 3M-24E unified anti-ship missiles (manufactured by the parent enterprise). Upon successful completion of state acceptance tests the Bal-E mobile coastal missile system with 3M-24E anti-ship missiles (prime developer – Engineering Design Bureau) was adopted for service. This enterprise is also an expert in development of torpedo batteries for naval ships and passive jamming systems. GNPP “Region” is a manufacturer of a unique system with the Shkval-E high-speed underwater missile, the Packet-E/NK small-sized anti-submarine system (containing a torpedo and an anti-torpedo), the APR-3E airborne anti-submarine missile (the Orel-M), the Zagon-1 anti-submarine corrected air bomb (S3V index). The Corporation implements the whole cycle of product life support, starting from elaboration of design documentation up to production of pilot items, execution of all types of tests, series production, repairs, upgrading and recycling after expiry of life. The Corporation is entitled to carry out foreign trade activity regarding service maintenance and repair of exported products, including supply of spares, training and auxiliary equipment, training of the personnel, etc. Today some new products are underway. The following are at the final stage of their development: - air-launched modular guided missiles of Kh-38ME type; - air-launched guided missile X-59MK2; - anti-radar missile Kh-58UShKE; - smart air bomb KAB-1500LG-F-E; - the Moskit-MBE ship-borne missile system with 3M-80MBE anti-ship missile. Air-launched modular guided missiles of the Kh-38ME family are designed for engaging armored, hardened, vulnerable ground targets and groups of targets as well as waterborne objects in the littoral area. Anti-radar missile Kh-58UShKE with a wide-range passive homing head and a control system based on a strap down navigation system is designated for destruction of ground pulsed and continuous wave radars. Air-launched guided missile X-59MK2 is designed to engage targets in tactical depth ¬– pin-pointed stationary ground targets in a known position, including the targets with no radar, IR or optical background contrast. The missile operates in accordance with “fire-and-forget” principle due to autonomous terrestrial-reference guidance. Smart bomb KAB-1500LG-F-E with a high explosive warhead is designed to engage stationary ground/waterborne targets, such as railway and highway bridges, military industrial installations, ammunition depots, warships, transport vessels and other targets. The Moskit-MBE ship-borne missile system features an extended range of fire. A combination of high supersonic missile speed (up to 2,900 km/h), terminal missile flight at a critically low altitude (H=10-20 m) and evasive maneuvering ensures combat effectiveness of the system in hostile air defence environment.
Non-Military Products Alongside with military products, the enterprises making part of the Corporation produce a gamut of civil and dual use products: - power plants for emergency rescue systems, soft landing engines for manned spaceships, solid-fuel gas generators for space and aviation equipment and for mobile fire extinguishing installations (MKB “Iskra”); - thruster and power plants for space flying vehicles (TMKB “Soyuz”); - training and light multi-purpose aircraft and UAVs (Smolensk Aircraft Plant); - night lightning facilities for helicopters and night vision goggles for the crew, spectral and IR imaging equipment (Azov Optomechanical Plant); - airdrome and ground equipment (“Gorizont”); - elements of hydro-vaccum waste disposal systems for Tu-204/214 aircraft and their modifications (parent enterprise); - gas safety automation facilities, equipment for nuclear power stations (“Krasny Gidropress”); - household gas boilers (Trading House “Zvezda-Strela”); - wind energy installations of different capacity, operating autonomously or in a package with disel-power, gas turbine or solar power generators (GosMKB “Raduga”); - drilling rigs, pyrotechnic scissors for emergency rescue operations, mobile near-patient testing laboratory (GosMKB “Vympel”); - low frequency ultrasound medical devices, electrical and electronic systems (Omsk Plant “Automatika”); - equipment for fuel industry, automated water purification systems, medical equipment, TV satellite broadcasting transmitters-receivers (TsKB “Automatiki”); - communication and test facilities for railway transport and machine-building industry (UPKB “Detal”), etc. It is noteworthy that the enterprises of the Corporation have been mastering production of high-tech products.
Development Strategy till 2017 In 2007 “Development Strategy of the Corporation till 2017” came into effect. It defines the following main objectives: - implementation of efficient and realistic product policy to hold and enhance the standing on the market and to meet the obligations under the state armament programme and state defence order; - technical and technological re-equipment of the enterprises, production costs cutting, shortening the development cycles of new high precision weapons with concurrent increase of their combat effectiveness and reliability; - improvement of management system of the Corporation on the whole and in respect of individual projects; - implementation of efficient social and personnel policy. The Corporation is striving for solid status of a socially-oriented economic structure. In February 2008 it became the winner of the 7th annual contest of the Government of the RF and was nominated “Organization of High Social Effeciency-2007 in the Aircraft Industry”. Boris V.
